Residency rules are hiring rules. Saudi Arabia's four data classifications and the UAE's three parallel privacy regimes govern where work is performed, not only where data rests — and therefore who is permitted to touch it, from which building, on which visa.
Localisation, profession by profession. Emiratisation's annual step in skilled roles and the monthly penalty for missing it, alongside Saudi quotas that now move by profession rather than by headcount band, with the dates each one bites.
Where AI programmes stall. Six named failure modes — no evaluation harness, retrieval drift, cost and latency, access-control leakage, model-version churn, ownership vacuum — and the roles that close each one.
The commissioning bottleneck. Design and construction scale with money; Levels 1 to 5 and critical operations do not, because both need people who have taken this class of facility into production before. Which specialists have to mobilise alongside construction rather than after it.
